If you have a companion in your party, they will pop up in the list below and you can make them the governor. You also can appoint a governor by clicking the box with the plus sign. From this menu, you have the option to construct buildings in your settlement or pick between four bonuses for it. This is done by clicking the “Manage Castle/Town” option in the menu that pops up when you enter a settlement. You can select a governor from members of your clan.
