If it's empty, you'll have the choice to Select (Space) a mod to put in there or to go Back (Esc). You can now hover over either of the two mod slots. The mods on other weapons should dim so only the mods in the weapon you selected are bright. When the background of the weapon flashes, click "Mods" down the bottom (or just hit X). KB&M: On the loadout screen, use the mouse to hover over the weapon whose mod(s) you want to change. This is most certainly a bug if you can't remove a mod from a weapon without replacing it. Every time (100%) It's definitely a bug though and a pain to reproduce. The dialog presented allows you to remove the mod. Note, there is a bug where sometimes, if you click fast enough, you can confuse the game and it'll think you're trying to add a duplicate mod to the weapon. I expect to be able to remove a mod from a weapon as simply as I added it, by clicking on it.
